Can execution date be earlier to stamp paper purchase date? If so how much earlier it can be?

I have read about refund of stamp duty.
I have paid stamp duty under development agreement in Maharashtra in Dec. 2021 as there was concession in stamp duty. But I could not purchase the property due to financial problems.
Builder allowed me time but I could not collect amount.
Now, how I will get refund of my stamp duty amount.
It is out of date ? Please advise me.

Stamp paper is purchased and agreement is executed , a partnership deed was made after 3 years wether stamp paper is valid to sue a case in the court of Law Or not ?

how to pay additional stamp duty on non judicial stamp paper ?
as i paid 100rs stamp duty on indemnity bond. how can i pay additional. rs. 400 stamp duty ?

After detailed discussions, the committee recommended to issue CTO to the
industry after payment of balance CTO fee and submission of undertaking on
Rs. 100/- Non Judicial Stamp paper stating that the industry will provide ETP and
will provide bag filters to 6 TPH boiler within two months time.
In view of the above, it is to inform that CTO will be considered after payment of
balance CTO fee and submission of undertaking on Rs. 100/- Non Judicial Stamp
paper stating that the industry will provide ETP and will provide bag filters to 6
TPH boiler within two months time, failing which, the CTO application stands
rejected sir please give me
the above matter for Under taking format
