The Uttar Pradesh State Law Commission has proposed draft of Uttar Pradesh Population (Control, Stabilisation and Welfare) Bill, 2021, with a view to limit the procreation of children upto two.
The State Law Commission has come up with a draft of population control bill in order to control, stabilize and extend welfare benefits to the population of State by implementing and promoting two-child policy for certain matters.
The proposed draft has provided a list of activities which an individual would be ineligible to participate in had he/she contravened the two-child policy and procreated more than two children. The bill has also listed a number of benefits for those who adopted this policy.
According to the bill, individuals residing in Uttar Pradesh would not be able to contest for elections to any local authority; apply for State government jobs; receive perks such as promotion, government subsidy, government-sponsored welfare schemes; and ration card units limited upto four.
The public servants who would adopt the said policy of State government by willingly going in for sterilization operation, would be able to enjoy benefits of two additional increment during entire service period; provision of subsidy in furtherance of plot or house site; benefit of rebate on charges of basic utilities like water, electricity, and house tax; maternity or paternity leave of 12 months with full salary/allowances; and free healthcare facility for spouse.
Apart from these, the bill also directs the government to introduce “population control” as a mandatory subject in all secondary schools, and provide contraceptives at reasonable prices at all health centres.
Currently, the proposed bill has invited suggestions from public at large.
